When a transaction is made on PayPal, it is first logged as an "order" to open the payment dialogue. Once the payment has successfully processed, PayPal creates a "payment" to verify it.
For example:
In some cases when a payment hasn't immediately been approved and is still pending, PayPal will create the "order" for it. Then once the payment has cleared, the "payment" is created.
